Robert Paglia joins the EXOS team to lead government operations, bringing extensive experience in technology leadership, cross-functional team management, and public-sector innovation.

Prior to EXOS, he served as COO for the Indiana Economic Development Corporation, where he helped deliver record-setting capital investments and guided the organization through multiple award-winning years. He’s also held key roles in Indiana’s Office of Technology and public health response during the pandemic.

Robert Paglia serves as the Director of Government Operations at EXOS IT, where he leads local government-focused IT strategy, service delivery, and operational excellence. With decades of experience spanning public and private sectors, Robert brings deep expertise in organizational leadership, cross-functional team management, and scalable technology solutions.

Prior to joining EXOS, Robert served as Chief Operating Officer for the Indiana Economic Development Corporation (IEDC), where he helped lead the organization through back-to-back record-breaking years—over $70 billion in capital investments—and earned the IBJ Central Indiana Top Workplaces award two years in a row. He oversaw an annual budget of $830 million and was responsible for strategic alignment, operational leadership, and enabling high-performing teams.

Robert also played a key role in the State of Indiana’s pandemic response as Chief Administrative Officer for IEDC, managing over $340 million in federal emergency funding. His leadership at the Indiana Office of Technology (IOT) helped the agency earn more than 65 national awards, including recognition for transparency and digital excellence.

Before his public service, Robert led major projects at AON Hewitt for Fortune 500 clients, including Boeing and Kimberly-Clark, where he developed innovative pension calculation systems.

He holds a Summa Cum Laude degree from Ohio University, is a two-time Ironman triathlete, and was honored by Ironman Magazine as a bronze All-World Athlete—placing him in the top 10% of his age group worldwide. When he’s not building strategic IT frameworks, Robert enjoys spending time with his wife and two children, especially around anything sports-related.
